INTRODUCTION
The Ministry of Education, Region 4 is committed to address the problem of students performing below regional and national standards largely because of a deficiency in basic reading, writing and comprehension skills. We have implemented several initiatives and interventions geared towards the promotion of literacy in schools. We are cognizant that in order to achieve 100% literacy by 2015, all stakeholders must play an active role.
